    Yes, I agree, if only he was able to... what? Get the ball in the basket, dribble, etc. etc.

    Practice.
    Practice, practice, practice.
    Practice more, and then more.
    Find a tree with a branch at a good height, and practice reaching it or tipping a ball over it without throwing it over. Measure a spot on the side of a building, and try to touch it.
    Practice is the answer to ANY sports question about getting better at it.
