The detail of an answer will be in direct proportion to the detail in a question.
If you can provide more detail, such as the type of breaker, since there are many types, styles, designs, purposes of circuit breakers, and the circumstances, such as , did the breaker trip due to an overload or a short,is the short or overload cleared, or does the short still exist, perhaps I can expand further.

It's a vacuum circuit breaker...
You can consider all the cases u can think of that a breaker can be tripped and give me the reasons respectively for not being able to close in that circumstances...
Thank you for your response,
But please help me in this,
Regards,
Ravi

You need to provide the specific circumstance for the breaker tripping.
This question sounds like a homework assignment.

I did a quick search for:
"vacuum circuit breaker operation" and received over 30,000 hits
And
"vacuum circuit breaker failure" and received over 23,000 hits
And looked at a few of the sites.
Refine your search and I am sure you will be able to find what you need.
