What do you know about electrical troubleshooting?
Do you own any testers or meters?

If the test buttons do not work, you either have no power to them or they are bad. I'd look for a tripped breaker.

When you say you can't get them to work, I have to ask whether these are receptacles that you are installing or receptacles that were working but suddenly quit?

If these receps were working originally since they are bathroom receps I'm willing to bet that they are being fed from another room, probably another bathroom in which case, look there for a GFCI receptacle that has been tripped and shut down the supply to the filing receps.
