You can use 14 gauge wire only if the circuit is on a 15 amp breaker.

How you would make the connections depends on whether you want the light only to be controlled by the switch or you want the light and the receptacle to be controlled by the switch.

In the US you cannot combine counter or wall receptacles with lighting, and counter and wall receptacles must be on 20A circuits, so no #14.

What is the proper way to connect a light switch and GFIC receptical?
Also, this question is asked in such a vague general way that it almost cannot be answered, or at least there are hundred of ways to do it.
You need to be much more specific for us to help you accurately.

There are a couple of ways to wire a GFI and a Light switch.
    1) GFI always Live and Light Not GFI protected.
    2) GFI always Live and Light GFI Protected.
    3) GFI switched with light and Light not Protected.
    4) GFI switched with light and Light Protected.
How existing wiring is done will add a few other ways.

They also make a Combo Light Switch/GFI that will fit in a single device.
