Can I use 3 hot legs from a 277\480 y bank to feed a building that normally is feed 480 volt delta ungrounded 3 wire 3 phase, please explain the reason

Kitchen lights are tied to two sets of switches. If I turn them on with one, I can't turn them off with the other. Any suggestions?
