Definitely not a do-it-yourself job. Get a licensed electrician.

You probably have a 100 Amp service, with #2- 3 wire aluminum cable called SEU cable. I have to guess the outer sheathing is damaged by age and weather.

To replace the cable, the line is cut from the utility grid, usually the utility needs to do this. The electrician can then replace the cable, usually also the weather head, and the connector into the meter, and cable straps.

If you service is less than 100 amps, then the entire service will need to be upgraded to at least 100 amps, which means the cable, meter and panel need to be changed.

Get three quotes from small to mid-size electrical contractors that do residential work, be sure they are insured, and apply for a permit, and that the work is inspected.

If you have any more questions don't hesitate to get back with them.
