    Electrical Circuit
There are two outlet boxes. One is inside has mostly 115 but also
The oven on a separate breaker. The outside box is all 240 breakers
Dryer, pump. Easier to get to than the inside box.

Can you run a 115 line dedicated to the xmas lights alone.
In the outside box. Plenty of space and easy to run conduit
From to about 7 feet to a outlet box. Does it matter that the outside box
    Has all 220 breakers?

I will assume you mean "breaker box ". Outlet box is In the wall and holds the receptical. Yes just use a single breaker.

    Pastor,

I hope Christmas was a joyous time for you and your congregation.

Based entirely on the past history of your posts I'm worried about just adding anything to any box (panelboard) on the Church's property.

Also, just as an FYI, the nominal voltages are 120/240 for most residential buildings. Is that what you have for your Church campus? 115 volts went away quite awhile ago.

Here is the problem, most of the electrical work that has been completed at your facility seems to have been completed by other than licensed electricians. In fact some of the work, judging on past pictures, is downright dangerous.

Did you ever get the electrical system inspected by a licensed electrician or even city, county or state inspector? Places of assembly are strictly governed (for want of a better word) with respect to electrical work by DIY or handymen/women. It's just not allowed!

Trust me, I understand budget problems, but the costs are far overshadowed by the need for safety.

In this instance, you are making a decision based on the convenience on the panelboard as opposed to how and why the panelboard is set up.

For example, if this outside panelboard is set up for 240 volt equipment loads, it may not have a "Neutral Buss" as Neutral is not required for 240 volts. It is highly improbable that neutral is not present, but because so much of the work on your site has been butchered it is really risky to make any assumptions.

In the past, you have taken pictures of work needed or completed, can I impose upon you to take some pictures of the two panelboards in question (with the covers removed) so we can see what you actually have.
