There just isn't that much to most of them. Run 10-2 or 12-2 to it depending on how much power it draws and connect the black wire to one line terminal and the white to the other. Should be a green screw for for the bare wire. At the breaker, connect the black and white wire to the terminals of the proper size double breaker and the ground to a ground terminal. It must be a double pole breaker with a contact for each buss, not a twinned breaker for 2 circuits off the same buss. Note, even with the main breaker off, the incoming fat wires are still hot.

As for the tank itself, that may depend on the brand and model. Both legs of the power need to feed through a thermostat to each element.

That link didn't work for me. I am afraid you may be making this more complicated than it is. Usually a thermostat will have 2 terminals marked L1 and L2. Connect one hot wire to each. Then there should be a pair of wires running from the other terminals to each element.
