Balast

 I purchased a replacement balast for a circular, double bulb (12 inch and 16 inch, 32 watt and 40 watt) fixture. The old one is a 120 V, 60 HZ, 0.6 A. The new one is a 120V, 60 HZ, 1.1A (outdoor). Is the new one compatible? 
Bulbs Burning out TOO fast!

 The light bulbs in my bathroom fixtures are burning out at an alarming rate (1 or to a wek). What might be causing this? 
3 lights ran between 2 3-ways, can one of these lights be controlled by a 3rd switch?

 There are 3 lights connected, 2 in one room and the third at the bottom of the stairs. There is a 3-way at the top of the stairs and another in the room with the 2 lights. This guy would like to also be able to switch off just the 3rd light at the bottom of the stairs. I did not dig into this too...

 Not sure if this is a fixture problem, or some other. It seems that I go through lightbulbs rather quickly in two different fixtures in my house.
