The short answer is no to both the bathroom and kitchen counter receptacles.

Prior to the 2008 NEC, the arc-fault protection was not as stringent as it is in 2008. What is the code level in your area?

2008 NEC: Definition of an "Outlet" A point on the wiring system at which current is taken to supply utilization equipment"

    Article 210.12(B) - Dwelling units.

"All 120 volt, single phase 15 and 20 ampere branch circuits supplying outlets installed in dwelling unit family rooms, dining rooms, living rooms, parlors, libraries, dens, bedrooms, sun-rooms, recreation rooms, closets, hallways, or similar rooms shall be protected by a listed arc-fault circuit interrupter, combination type, installed to provide protection of the branch circuit."

Generally speaking you do not need AFCI breakers in kitchen's or bath's. You do however need to have GFCI protection in those areas for any receptacles near a water source.

I am in a high rise condo building. My bedrooms(2) arc fault circuit breaker (1) seems to be in off position (the 15amp switch) after the power in my 2 bedrooms went out quietly during the day. However, I cannot move the 15 amp switch back to the 'on' position. What is the likely problem?
