How is he getting access to other dogs to attack?
I suggest seeing a behaviourist, or your dog may get destroyed.

Yup a behaviourist will be your best bet. DOG aggression is one of the hardest things to stop. He may never be able to be around other dogs. Was he properly socialized as a puppy? How old was he when you got him?
So since you know your dog has a problem with showing aggression towards other dogs, be sure to avoid any potentially dangerous situations. Keep your dog on a leash at all times and, in necessary, choose to muzzle your dog. Furthermore, avoid allowing your dog to socialize without proper supervision.
Often, dogs are aggressive over one specific trigger. These triggers can include food, toys, beds, etc...
Your best bet to get him over this lays with a professional.

This is a great web site that will help you understand aggression and how to help him.

If he is aggressive towards other dogs and you have other dogs on the property rehoming him may be the safest option (even if you don't like it)

When I was younger (about 5 years old) my parents owned a Rottie. We had that dog for 2 years, went through every obedience and behavioral class available and when I was 7 years old that dog bit me. I went to pick up a ball off the ground and she didn't want me to have it... she came tearing over and bit my hand to get the ball.

1 week later she was in her new home.

I don't like chaining dogs full stop, no matter what the reason is. I would rather see one of mine rehomed where it will get love an attention that on a chain I my back yard.
