    As stated, each state and the DC have their own laws in regard to visitation.

    Also all divorces while conforming to state laws, have specific visitation rights attached ( days, hours, where, when and how)
    So in general even if there are law changes that are passed, It would be my guess that you would have to take your specific case back to court to have the new law applied, or to see if it would effect your case.

    Each state has its own laws regarding visitation for the non-custodial parent. When the non-custodial parent petitions the court for visitation rights, the judge will grant him/her visitation in accordance with that state's guidelines. Of course, the judge may, at his/her discretion, modify the usual standards depending on individual circumstances (such as permitting supervised visitation only for a parent who has a documented history of abuse.)
