    It basically means that the sender wants to be informed of any address change. i.e. Please don't throw it in the trash and if you know the forwarding address they would like to know.

    Hello k:

    When you file a change of address with the Post Office, your mail is forwarded, but the SENDERS are NOT informed of your new address.

    The request for change of service, is a request TO the POST OFFICE to divulge the address to the sender. The Post Office will comply.
