I'm not completely sure how the witness protection program works, but it's my understanding that when you're in the program you're given a new identity, so things like getting a drivers license shouldn't be affected.

She would have ID, which she'd need in order to work, file taxes, live.

Again, I'm not an expert on this, but it doesn't make sense to give up your basic rights (which having no ID would accomplish) because you're a witness to a crime and need to be protected. That would be a punishment.

Hopefully someone with more experience in this area will come along.

RED FLAG, danger signs, sirens going off.

Get this person away from your father now.

First if they are in the program, they can never ever tell anyone,

Once they are in the program, all of their old ID are taken away, but they are given a new ID, new name, new work history, new education information, and new drivers license and social security numbers.

They will work a regular job like anyone, pay taxes, get traffic tickets.

Next the police will not know anything about it, it is done only by either the State Attorney generals office or the Federal Justice Department and Marshall office.

If they get stopped the local police will have no idea about it and they would get a traffic ticket or go to jail.
From jail, now their ID triggers flag, but things like traffic tickets will not cause the service to get involved.

This person is lying, and just not telling you who they really are.
