    Make deck solid
    I have an under-deck and I absolutely hate it.
    There is now a layer of leaf garbage and stuff beteween the deck and the underdeck and it leaks anyway

    I am looking for solutions to rip it out and make the top deck solid.

    It sounds like you do not have skirting around the perimeter on the deck and trash is blowing up under it. If this is correct, maybe you should consider installing skirting.
