The column is fairly easy. Deep enough footing, rebar in the footing and set the block over the rebar. Fill the opening with concrete and a nice cap. How wide will the gate be? Fence is a lot more difficult as you will have a lot of weight depending on the height of the fence. You will also need a deep heavy footing and then lay out your pattern. Very labor intensive. Why a concrete block fence? Wood or wrought iron look nice, is cheaper and easier to install.
