I have moved into this house and in the basement I noticed what I think is mold/mildew on the cinder blocks, however they were painted.I need to know is there any way for me to treat this issue & for it to work since they were already painted?

I want to put stucco on a cinder block structure. I am assuming the best way is to attached lath to the cinder blocks then cover that will stucco. Is this the best solution? What is the best way to attach lath to cinder blocks? Screws, nails, drilling holes then screws, etc. Thanks!

The foundation in my Grandparents house was built in the 1950's with cinder blocks. Water is leaking through the blocks and if you lightly rub the blocks they are very soft.
