Windows media center was a product od Microsoft that was a package inside of XP. Its called media center edition.

Why would you want to "stream movies" to another machine? Its mostly for sending to another media device such as a monitor or TV.

If you have video in on your xbox you can always hook it up that way.

You should be able to setup Windows Media Player to share the media to your XBox 360.

I think the reason the OP wants to do this is so that they can play video and music from their desktop/laptop computer on their entertainment system using their XBox 360 as a media extender.

Here's a link from Microsoft containing directions to set this up using Windows Media Player instead of Media Center.
