    Is it possible to use a JPG. Picture on a movie file
    I once saw a small movie with "Elfs" dancing, the elf had a dancing body and it was possible to add a different face in a space made in the movie file .

    Question how do I mix picture file cut out into a movie file ?

    You will have to utilize the layering tools of the movie-editing program you are using to accomplish that. Every program will handle that differently, and some can't do that at all.
