Sounds like you have an older PC. The USB specification has gone through 3 iterations 1.0, 1.1 and 2.0. With 2.0 the speed of the port was increased more than tenfold. So I suspect you have a 1.0 or 1.1 controller in your PC. If this is a laptop you may be able to get a 2.0 card to insert in your card slot. If it's a desktop you can get a 2.0 card to insert in a PCI slot.

USB as a technology has undergone several revisions in its lifetime. The first generation operates at a rate of 12 Megabits per second (Mbps). USB 2.0 operates at 480 Mbps. Upcoming USB 3.0 operates at 5.0 Gbps. A Hi-Speed port is USB 2.0 or better. If the computer is older and only has full speed USB 1.0 ports, termed low speed in your message, USB 2.0 ports can be added by adapter cards, such as this SIIG Low Profile PCI USB 2.0 Adapter. Cards are available in PCI, PCIe, Cardbus, or Expresscard format to match whatever bus format your computer uses.

7up, tell us if your browsing experience is okay, or unacceptable at the low speed. Also, if you upgrade, tell us if there's a big difference?

This isn't a simple software update, but new hardware is required.
