Buddy/ignore lists
What does it mean when I add someone to my buddy or ignore list? Is this explained somewhere and I missed it? I have to scroll quite a bit because my screen area is enlarged.

It is my understanding, that when you place someone on your Ignore List, then they can't send you Private Messages. This can be really useful if someone is perpetually sending you messages that you don't want. It also might be that their posts may become invisible to you. Not sure about that one, though.
Other than knowing when my "Buddies" are online, I don't know that there is any other advantage to having someone on your Buddy List. When someone is online and I know that they are on my Buddy List, I can then, and do frequently, invite them to participate in certain threads where someone is in a particular need or a question needs to be answered where I know that a particular "Buddy" has a certain amount of expertise in the subject. When you look at the Homepage of this site and see the list of the people who are online, your "Buddies" will have a "+" next to their names.
I don't know that this subject is in the Forum Help, Announcements or other applicable sections of this site. Might be worth having a look, though!

Is the only way to know your buddies are online is by noting the + by their names?

To my knowledge, yes. I had also asked the question about the "buddy system" several months ago. I think that I received at least a couple of responses.
If one were to do a search for it by typing in buddy in the search function at the top of the pages, then I am sure that it would be found.

I just noticed on my Profile page, at the left column/margin and at the bottom there is a buddy/ignore thingy to click. That will also tell you who your buddies and ignores are.
