Use the left-and-right pointing harpoons:

$HCl\, \rightleftharpoons \, H^+\, + \, Cl^-$

You usually don't show the water unless it's involved in the reaction. Sometimes you put "(aq)" to show it's "aqueous".

$HCl(aq)\, \rightleftharpoons \, H^+(aq)\, + \, Cl^-(aq)$
