Well sometimes if a cat 2 young to have kittens or if she was raised by people and not cats then she probably doesn't know how. So now you have 2 choices. Either find someone who saves cats, or save the kittens yourself. To do it yourself your going to need a few things. First of all you will need to go to the pet store or sometimes even the grocery store will have it, and get yourself a couple of tiny kitten nursing bottles. You will also need either powdered kitten milk replacement or the liquid milk replacement. Bring those home. Wash the bottles and nipples and then heat up a needle or pin with a flame and make a hole in the nipples big enough for a drop or 2 to come out. Test with water first. Fill bottles with formula and feed the kittens one by one every few hours. They will be fine with some TLC.. Kittens grow fast so you'll only b doing this until they are able to eat soft food. At first they will make a mess, but they learn fast. Keep them clean and everything will be Ok. And take the mom to get fixed now that you know she can't take care of her litter.

Good advice from Steph on bottle feeding.
I also googled this info.. I don't take credit for this answer as it was on 'yahoo answers'
Also, it meantions 'your father' a lot because the askers father told her just to leave the kittens alone... sorry about that :)

Okay, firstly your dad is wrong, very wrong!
It could be a number of things,is this your cats first delivery?. If so she might need you to make her feed them until she gets her maternal insticts. She could also be too young.

Cats have also been known to ignore their kittens because they know there is something seriously wrong with them, but,I don't think that's it because she's tried to move them.
It could be where you have put them.
It might be its too open for her and she doesn't feel comfortable feeding them where everyone or other pets can watch her.Cats usually find a confined space to feed and nurse their young.I always made a bed for mine but when the kittens were born I always watched her to see if she moved them, she always did once.Infact one time it was my cupboard she made her bed in and left just one of the doors open all the time.

Mostly though when the mother stops feeding her kittens its due to mastitus, this is an infection in her teats, either one or more which is very painful. My cat had this,in fact my dog did too once. Its very common. In this case you need to feed the kittens yourself.Do NOT let them STARVE!
I'm sorry hun but your father is very wrong!
Make up the formula and feed them at once with a little feeding bottle or a syringe, they need food to live!

It could even be that your poor cat doesn't have any milk.
Rub your cats tummy and see if you feel any lumps on her teats, but either way please try and get your cat to the vets.
Use the buttons under your question if you want to ask anything else or want to add info.

I hope that I have been of some help to you.
PLEASE feed the kittens right now,if the mum has a problem just now, when she's better she will start to feed them again taking over from you but please don't let them die.
If your father really won't let you, wait until he is asleep and do it then.If your father is adamant try to phone a rescue centre, they might have a nursing cat that will take over the feeding of the kittens right along with hers.

Please do let us know how you get on.
