    Other than forging it, I don't have any clue?

    Check with the Treasurer in your county and see if they have
    A procedure for this?

    Try applying for a lost title and when they ask for the info just but your name

    Assuming this ex is a ex wife, in divorce court they will order her to sign it over if you win the truck in court. If not married, you buy her share from her basically to get it done.
