    Start by testing all under hood and under dash fuses with your volt meter.

    Model of Vehicle would be helpful, and what lights. Can be fuses, switch, or Bulbs/horn. You can apply voltage directly to horn/light to see if they work. Check Voltage to switches. Can be a relay as well.
