Have a 1990 Honda Civic Dx pretty sure it's a 1.6 L... I have two major problems 1.) the previous owner did something to the automatic seatbelts and they do not retract as a result the seatbelt indicator light and beeper are constantly on I have tried searching the fuse and found it is tied to the blinkers so that's out. Does anyone know where I could unplug the sensor or otherwise find the beeper and remove it? 2.) my car also starts sometimes and not others. It is totally unpredictable I have replaced starter,battery and cables.when I try to start it turns over but just won't start I get a check engine light and no start. Then anywhere from fifteen min to next day it will start only to repeat it's previous perfromance at anytime I just never know. Please please help. I was told it could be master relay? Or maybe nuetral control switch? How do I know which? Let me again state the this happens only sometimes and when the car stalls out when the clutch is popped going into first you know that thing that happens when you learn to drive a stick. When you kill it like that the check engine light comes on and won't start for several min. please please help me!!

Sounds like the ECM is failing, due to the CEL staying on, so be sure to perform the K-Test. Here's how to replace the ECM:

On these older Hondas, it's best to replace the ECM, main relay, ignitor, and coil. Then, you restore "like new" reliability and performance.
