This is a pretty vague question.

Do you mean a folder containing C++ source code, and how it is not working? You can't open the source to view it, or you can execute the program?

If it's the first problem, install Geany, a simple light-weight text editor. I use it for everything.

If it's the second problem, you need a C++ compiler on your machine to generate an executable image, plus you may also need to reference a library specific for Windows in order for your program to compile. If you don't have a compiler installed, I recommend this: MinGW.

    And what is TC.exe?
