    Will the state of kentuckyl force a person to pay child support even if he has relinquished his parental rights?

    It really depends on how the rights were relinquished. Did someone else adopt the child? How were the rights given up? If it were his choice and no one adopted the child... child support is still his responsibility. A parent cannot choose to not be responsible for support. Basically there are variables.
