Chase bank in new York city
My uncle was scammed by a woman who said she was a social worker while he was hospitalized. She then got his information to his chase accts and withdrew money, made new accts and paid car payments, school tuition etc. he filed a police report but it seems to be going slow to prove she did wrong. But the bank never filed the poa for six months after she filled it out. It was during this time frame she withdrew all the money which was a substantial amt. was the bank responsible for not asking if he knew that she was splitting up an acct into five after having them in one for six years with no movement of any kind that would say this was typical to drain it out and make five new ones not in his name!

The Bank acts on paperwork. If she showed up with a properly signed and notarized P/A the Bank was under no obligation to investigate the circumstances.

It took months before anyone realized what this woman was doing?

Why would he give his P/A to a stranger, whether she's a social worker?
