My kenmore diswasher is not getting water to wash dishes tried lifting and unlifting the valve still not working but I can hear the motor running,plus my dishes has a lot of white thing all over the dishes

My kenmore dishwasher will not start. Only the heated dry lite will come on eat can I do to fix problem

The top rack will not wash. I have cleaned the spinning arm and the tubing going to it. Nothing in it. Why would the top rack not wash and the bottom was fine?
