I have a heil 7000 furnace (using propane). Should all three tubes have a flame?

Maybe maybe not. I have seen larger capacity heaters with an orifice plugged to reduce input BTU. However, furnaces are designed for the capacity on the rating plate. I would pull the burner to see if the orifice is blocked.
