When the pump is turned on it makes a soft noise as if it wants to start. However, it fails to spin and pump water from the tub sink.

You will need to remove the pump from the pump reservoir and check to see what is caught up inside the impeller. Give that a shot and be glad this isn't a sewage ejector... ;)
