As a new supervisor, how do I reprimand and insubbordinate employee.

As your human resouse or supervisor as to the method and manner that your company does for this problem.
Normally there is a verbal ( you tell them, but then write it down as to when and where you did it)
Then you give written warning.
But the where and how is often decided by company policy

Definitely talk to Human Resources to find out the company policy on disciplinary action.
The company I worked for required:
* a verbal warning for the first offense.
* If the action occurred again it was to be followed with a written notice.
* If it happened again, the employee was placed on a 3 day leave to "think about their action".
* Lastly if it happened again they were history.
