How can I get my water heater up to fha standards? The guy that came out said that I have to have it externally piped out. My house is cinder block and cement floors.

If it's a gas water heater it has to be vented so that it does not release carbon monoxide into your home. Some units have a built in electric fan unit. You should have a plumber come look at the water heater you have and to determine if it can be properly vented, and if not, to install a new one that meets the code. Because you're dealing with gas and plumbing, I don't know that I'd try this as an amateur.

FHA requires that the water heater have its temperature and pressure relief valve (T&P valve) piped to a code approved properly vented and trapped drain or it can also be piped exterior to the building. My guess is that we are talking about piping the T&P valve exterior to the building.

Every code differs as we all know, so would like to know what state we are talking about and would like Tinie to ask "the guy that came out" and ask for specifics here.

Assuming it's the T&P, most block houses run the pipe through a void section of the block. A 1" hammer drill bit is perfect and then you fill the balance of the hole with cement or stucco patch.
