My 15 1/2 hp B7S engine will not turn over more than 1 rev before it seems to bind up. The starter has been replaced along with the solenoid and It turns over OK without the plug in, so I am under the impression that the compression release is not operating properly. How do you determine what top dead center is on the compression stroke?
