Briggs with a Nikki carb, will not throttle up. I disconnected the governor and choke and manually turned throttle to full, it just stalls out.
I loosened bolts to the intake manifold at the block, breaching the gasket and allowing more air. I then got a full range of throttle?

This is a simple response I know, but are you certain that the air filter system is clean and working?
