If I am suspended in California, is there another state in which I can obtain a license? I do not plan to go back to California (EVER) and want to start a new and am also supporting the US Army in Kuwait. Is getting another license possible in another state? Is this legal? I just want to drive again and do not need to drive again in California. Please I need some advice and I really don't see too many attorney's that handle DMV issues or DMV cases.

You say suspended in Arizona but you also say California. Which one is it?
There is not a public source that says "In these states you can get a driver license if you are suspended in California or Arizona".
Many states DO share information with California, so the best thing to do would be to take care of the issue that you have with California.
Why were you suspended in California?

Legally no, if you are suspended in one state, you have to go and take care of all issues and get that suspension lifted to get a drivers license in any other US state.
A few may not ask and allow it to happen, but then you will be in violation of law there, subject to a ticket and having that license suspended when they find out.
Also you can't get a license in another state unless you actually live there, since 911, you have to provide proof of residence for that state.

On an application for a driver's license, you'll be asked if you are licensed in any other state. To say no would be fraud. They will check at the DMV, and you will not be able to be licensed in any other state until you resolve your suspension. Your privilege to DRIVE is suspended, not just your privilege to drive in California.
