For a population size of 100 and a sample mean T=49 random numbers and standard deviation of 61.67 what is X such that P(T>X) =.45 ?

The question as written doesn't make sense. You say that the mean of the population is 49, right? In a normally distributed population if you randomly select a value x, the probability that x is less than the mean is 1/2. not 0.45.
