What is a Megger meter or tester use for, can it test the insulation on a wire? If not what can I use to test insulation?

It is a mega meter (megawats) not megger meter. Look for a mega meter in your local hardware store for testing.

Tickle, you seem very nice, not giving a red, Would not advise on Electrical.
A Megger is an instrument to measue insulation resistance. I have not needed to use one. Actually, I believe I bought one, its buried right now, but never needed it. Was able to solve or fix with other instruments.
TK could likely give good advice.
They don't sell these at hardware stores, more of a specialty item.

If the cable that needs testing is Medium or High Voltage, 2KV and up, typically a Hi-Pot is used to test the insulation.
Hi-Pot is High Potential, and creates high voltage injected into a cable, unconnected at both ends. It will measure the milli-amp leakage, over time.
