Is there a correct height to keep from over flowing the washer drain pipe on an under counter installation. I am having problems with it periodically overflowing onto the floor! It is in a basement location if that makes a difference!

You are not telling us what kind of washing machine you plan on using. Usually, domestically manufactured washing machines are about 41" high. Some European models like Miele and Bosh are true under-the-counter units and are about 34" tall.

UPC says you have to have 2" vertical section of pipe that is 30" long ( don't confuse this dimension with overall height ). With trap, this will end up about 36" high. That will not do too good for you since you want to install it under the counter. I have seen stand pipe shorter - but you are running risk of overflow. Some plumbers attach and seal W/M discharge hose to the stand pipe with special Fernco coupling so if overflow should occur it will not spill behind the washer. Also, if you are on raised foundation, you could drop trap bellow the floor.
