Hi,
With the info given it is either a valve adjustment problem or a starter headed south.
Peace,
Clarke

Hi,
I assume it is an OHV engine. As the engine breaks in, the rocker arms and the associated pivots seat and cause the valves to have too much clearance. Most engines require only one adjustment within the first 60 hours. The YouTube video makes quite the rounds here as it works quite well, even if "not by the book." It is:
YouTube - Lawn Mower Repair Valve Adjustment (http://www.youtube.com/watch?v=NjzX-PUjKmo)
Peace,
Clarke
