Our outside heat pump unit is not running. The thermostat was replaced recently (5 times!). Can a problem with the thermostat effect how the outside unit works? What should we be looking at to figure out what is going on?

Yes it could be a problem,if its not wired right,, double/tripple check the wiring instructions and make sure it is wired right
Before you buy more tstats, it might save you money to hire a different HVAC tech

Sure can. Conversely, a problem with the outdoor unit can affect how the thermostat works. Something is very unusual when a system develops such an appetite for thermostats. A more experienced tech might be in order...

Thermostats WERE replaced by HVAC tech! He kept saying they must be defective.

Perhaps he is installing them but neglecting to check a setup option of some sort...
