Hello again from Vancouver Canada
Someone answered my original question. But there is more to the question.

Even if I have gone through all the legal channels. Which are the same as you describe where you live.

I hire a Bailiff on the day he is to leave.

The Bailiff Co. told me that if he still refuses to leave I have to go again to get more paperwork against him.

The Bailiff will not touch him, will not force him out.

As I see it, there is NO law. Only a bluff to keep everyone thinking there is a law.

Please give me hope there is a system that works because I'm really under a lot of stress right now.

After the court date, at least in the US, the marshalls watch as you set all of his belongings to the curb, at that point if he does not leave he is tresspassing and is arrested after you call the police ( balliff is not the police)
