I have a Carrier Model # 40AQ036330EH A/C, Heat pump unit installed in my home.
I was working fine yesterday, but today the inside fan runs, but the outside unit is not running. I checked the main breakers in the garage and found one side tripped. I reset the breakers inside and outside with no change.
I measured the power output at the outside contact with a multimeter, the reading shows no volts.
Would this be a breaker problem or a transformer?

Thanks for any help

Most probably a breaker problem.
What is more connected to the same power circuit?
Note that the switch "on" induction pulse of a compressor is high. Current can exceed 20+ Amps for 1 second, and that could trip a fuse. Specially if any other power circuit is connected to the same fuse.
Success. Contact me if you can't solve the problem. May be with your findings there is more advice.

Turn your thermostat off, then reset your breaker again(flip it all the way to off and then to on). If you have voltage then turn the thermostat back on. If you did not have voltage I would say a bad breaker. If it trips after you call for cooling you have problems with the out side unit---Bad run or start capacitor, burnt and shorted wire on the contactor, compressor or fan motor.
