Hi I've been having a/c problems for thelast 3 months in my apartment where the a/c won't cut off when I change the thermostat into the off position. I also notice that it won't cut off when in the auto position as well. To get it to cut off I have to play with the switch from off to heat to off to auto back and forth a few times... my electric bill is still over $100 for a 1 bedroom what gives

Based on what you are saying, it looks to be a bad thermostat... since you can play with it and get the unit to shut down...

The sticky at https://www.askmehelpdesk.com/heating-air-conditioning/heating-cooling-maintenance-repair-troubleshooting-frequently-asked-questions-58313.html discusses checking a heating thermostat. For A/C connect the yellow and green to the red. If disconnecting the green stops the blower, then the problem is in the thermostat. Otherwise, likely is a relay on a very expensive circuit board.
