Can 10/2 wire be used in a 20 breaker?

Yes. A 10/2 is rated for 30 AMPS but the limiting factor will be the 20 Amp breaker.

It will help reduce voltage drop.

I will assume this is after the breaker. It is almost impossible to get a 10AWG onto an outlet receptacle. If you use this as a Home Run supply, you will probably need to pigtail a 12AWG onto it. What exactly are you planning to do?
