Can I wire 3 way switches with 14 2 using the ground as my 3rd wire

Absolutely not!!

The equipment grounding conductor is uninsulated and is not allowed to be a current carrying conductor.

people have been killed by shortcuts like this...
electricity can be dangerous if not handled properly,
know the rules and always do it right.

The simple fact that you are asking this tells me you should not be messing with electrical work.

Insteon has switches that may work(2477D, I believe). Both locations need a hot and Neutral, and 1 of the 2 locations need the load wire, Another option uses a totally wireless switch, that can be placed anywhere with double sided tape, will provide model if it sounds like an option.
