What does it mean if a manager who is being moved to another location state that more or structure is needed? Is it a good or bad thing and does it mean they are trying to weed out a problem that may or may not exist?

Hard to say. They may feel employees aren't towing the line, may feel a need for more fiscal control, might feel existing management is overworked or week... Could be a lot of things.

I agree with dontknow.. and in the order that dontknow listed.
My first impression was that the transferred employee thought that there was not a good chain of command, and maybe the atmosphere was too informal. But there is no guarantee that the employee was right just because he/she was transferred. In many cases, the informal organization (employees relating to others they know, trust, have dealt successfully with in the past, etc) can be more productive than a formal structure (always working up and down and through the chain of command). Is there a professional atmosphere, fair treatment of employees and customers, cost control, a safe environment, and a good profit margin? If not, it could be poor structure or one or more poor managers.

Reply: Yes I think that is true but depending on what your position in the employee is you could catch a lot of flack even if you do all that is required. There is always scuttlebutt about who is more likely to succeed or not which is something I don't agree with yet the company has a blind eye towards.
