Ensure that you changed the downstream sensor, located in the catalytic converter. Also, ensure that the new sensor, connector, or wiring was not contaminated with oil, antiseize compound, brake cleaner, or WD-40, for instance. If the connector got contaminated, it will throw a code forever. After that, clean the connector with Swiss jeweler files. Are you sure the catalytic converter is good? Did you use a code reader or scan tool to clear the code? Disconnecting the negative battery cable may not work. Finally, only use Denso oxygen sensors, not Bosch generics.

Sometimes my 2001 honda accord won't start. It cranks but won't turn over. If I come back an hour later it starts up. What could be the problem?

beded22, replace the Ignition Control Module (ICM) and coil inside the distributor.

Not trying to be a smarta$$ but, A Honda Mechanic would know the answers to this or at least have accessibility to the tech manuals necessary.
