I do have tail lights and when I hit switch for high the high comes on. Hit switch for low and nothing

Is this both lights or just one light? If only one works on low, then it's the actual bulb gone bad. Try a new bulb and see if that solves your problem. If it doesn't then there is an electrical problem with the switch or the bulb socket itself.
